Cross Border Shopping nowadays is a nightmare. A friend of mine married her husband when they were overseas, almost two years ago and he is stil not allowed in the country. A similar situation with my brother. Canada Immigration is a nightmare and leaves so many people stuck with no hope. They use a 'rating' scale and if your spouse doesn't rate, too bad, so sad. Try a google search for their website - Canada Immigration and read the requirements, and if possible, contact an immigration lawyer. You'll end up shopping at home.
I agree that the best way is consult your embassy. You may call them after making some research on what the requirements are. Try checking also the laws on your wife's country (in case you plan to go back).
